Ruppelt was the director of Project Grudge from late 1951 until it became Project Blue Book in March 1952;

 

 

Project Blue Book - 1952 - 1969

 

Project Blue Book was one of a series of systematic studies of unidentified flying objects (UFOs) conducted by the United States Air Force. Started in 1952, it was the second revival of such a study (the first two of its kind being Projects Sign and Grudge). A termination order was given for the study in December 1969, and all activity under its auspices ceased in January 1970.

Project Blue Book had two goals:

1. to determine if UFOs were a threat to national security, and
2. to scientifically analyze UFO-related data.

Thousands of UFO reports were collected, analyzed and filed. As the result of the Condon Report (1968), which concluded there was nothing anomalous about UFOs, Project Blue Book was ordered shut down in December 1969 and the Air Force continues to provide the following summary of its investigations:

1. No UFO reported, investigated and evaluated by the Air Force was ever an indication of threat to our national security;


2. There was no evidence submitted to or discovered by the Air Force that sightings categorized as "unidentified" represented technological developments or principles beyond the range of modern scientific knowledge; and


3. There was no evidence indicating that sightings categorized as "unidentified" were extraterrestrial vehicles.

By the time Project Blue Book ended, it had collected 12,618 UFO reports, and concluded that most of them were misidentifications of natural phenomena (clouds, stars, etc.) or conventional aircraft. According to the National Reconnaissance Office a number of the reports could be explained by flights of the formerly secret reconnaissance planes U-2 and A-12. A small percentage of UFO reports were classified as unexplained, even after stringent analysis. The UFO reports were archived and are available under the Freedom of Information Act, but names and other personal information of all witnesses have been changed.

 

 

The Condon Committee

 

Criticism of Blue Book continued to grow through the mid-1960s. NICAP's membership ballooned to about 15,000, and the group charged the U.S. Government with a cover-up of UFO evidence.

Following U.S. Congressional hearings, the Condon Committee was established in 1966, ostensibly as a neutral scientific research body. However, the Committee became mired in controversy, with some members charging director Edward U. Condon with bias, and critics would question the validity and the scientific rigor of the Condon Report.

In the end, the Condon Committee suggested that there was nothing extraordinary about UFOs, and while it left a minority of cases unexplained, the report also argued that further research would not be likely to yield significant results.


USAF current official statement on UFOs

 

Below is the United States Air Force's official statement regarding UFOs, as noted in USAF Fact Sheet 95-03:

From 1947 to 1969, the Air Force investigated Unidentified Flying Objects under Project Blue Book. The project, headquartered at Wright-Patterson Air Force Base, Ohio, was terminated December 17, 1969. Of a total of 12,618 sightings reported to Project Blue Book, 701 remained "unidentified."
The decision to discontinue UFO investigations was based on an evaluation of a report prepared by the University of Colorado entitled, "Scientific Study of Unidentified Flying Objects;" a review of the University of Colorado's report by the National Academy of Sciences; previous UFO studies and Air Force experience investigating UFO reports during 1940 to 1969.

As a result of these investigations, studies and experience gained from investigating UFO reports since 1948, the conclusions of Project Blue Book were:

1. No UFO reported, investigated, and evaluated by the Air Force has ever given any indication of threat to our national security.


2. There has been no evidence submitted to or discovered by the Air Force that sightings categorized as "unidentified" represent technological developments or principles beyond the range of present day scientific knowledge.


3. There has been no evidence indicating the sightings categorized as "unidentified" are extraterrestrial vehicles.

With the termination of Project Blue Book, the Air Force regulation establishing and controlling the program for investigating and analyzing UFOs was rescinded. Documentation regarding the former Blue Book investigation was permanently transferred to the Modern Military Branch, National Archives and Records Service, and is available for public review and analysis.

Since the termination of Project Blue Book, nothing has occurred that would support a resumption of UFO investigations by the Air Force.
There are a number of universities and professional scientific organizations that have considered UFO phenomena during periodic meetings and seminars. A list of private organizations interested in aerial phenomena may be found in "Encyclopaedia of Associations", published by Gale Research. Interest in and timely review of UFO reports by private groups ensures that sound evidence is not overlooked by the scientific community. Persons wishing to report UFO sightings should be advised to contact local law enforcement agencies.

Project Blue Book Special Report No. 14

 

In late December 1951, Ruppelt met with members of the Battelle Memorial Institute, a think tank based in Columbus, Ohio. Ruppelt wanted their experts to assist them in making the Air Force UFO study more scientific. It was the Battelle Institute that devised the standardized reporting form. Starting in late March 1952, the Institute started analyzing existing sighting reports and encoding about 30 report characteristics onto IBM punched cards for computer analysis.

Project Blue Book Special Report No. 14 was their massive statistical analysis of Blue Book cases to date, some 3200 by the time the report was completed in 1954, after Ruppelt had left Blue Book. Even today, it represents the largest such study ever undertaken. Battelle employed four scientific analysts, who sought to divide cases into "knowns", "unknowns", and a third category of "insufficient information." They also broke down knowns and unknowns into four categories of quality, from excellent to poor. E.g., cases deemed excellent might typically involve experienced witnesses such as airline pilots or trained military personnel, multiple witnesses, corroborating evidence such as radar contact or photographs, etc. In order for a case to be deemed a "known", only two analysts had to independently agree on a solution. However, for a case to be called an "unknown", all four analysts had to agree. Thus the criterion for an "unknown" was quite stringent.

In addition, sightings were broken down into six different characteristics — color, number, duration of observation, brightness, shape, and speed — and then these characteristics were compared between knowns and unknowns to see if there was a statistically significant difference.

The main results of the statistical analysis were:

  • About 69% of the cases were judged known or identified (38% were considered conclusively identified while 31% were still "doubtfully" explained); about 9% fell into insufficient information. About 22% were deemed "unknown", down from the earlier 28% value of the Air Force studies.

  • In the known category, 86% of the knowns were aircraft, balloons, or had astronomical explanations. Only 1.5% of all cases were judged to be psychological or "crackpot" cases. A "miscellaneous" category comprised 8% of all cases and included possible hoaxes.

  • The higher the quality of the case, the more likely it was to be classified unknown. 35% of the excellent cases were deemed unknowns, as opposed to only 18% of the poorest cases. This was the exact opposite of the result predicted by skeptics, who usually argued unknowns were poorer quality cases involving unreliable witnesses that could be solved if only better information were available.


  • In all six studied sighting characteristics, the unknowns were different from the knowns at a highly statistically significant level: in five of the six measures the odds of knowns differing from unknowns by chance was only 1% or less. When all six characteristics were considered together, the probability of a match between knowns and unknowns was less than 1 in a billion. ....

James Vincent Forrestal (February 15, 1892 – May 22, 1949) was the last Cabinet-level United States Secretary of the Navy and the first United States Secretary of Defense. He was shattered when Truman abruptly asked for his resignation. His letter of resignation was tendered after Truman's dismissal on March 28, 1949.

 

 On the day of his removal from office, he was reported to have gone into a strange daze. and he diagnosed "severe depression" of the type "seen in operational fatigue during the war". He was checked into NNMC five days later. The decision to house him on the 16th floor instead of the first floor was justified in the same way. Forrestal's condition was officially announced as "nervous and physical exhaustion"; his lead doctor, Captain Raines, diagnosing his condition as "depression" or "reactive depression." He had been essentially isolated from most of his family and friends,

Forrestal seemed to be on the road to recovery, having regained 12 pounds since his entry into the hospital. However, in the early morning hours of May 22, his body, clad only in the bottom half of a pair of pyjamas, was found on a third-floor roof below the 16th-floor kitchen across the hall from his room. Forrestal was the highest ranking U.S. government official to have” allegedly committed suicide”,

General Curtis LeMay

 

Curtis Emerson LeMay (November 15, 1906 – October 1, 1990) was a general in the United States Air Force and the vice presidential running mate of American Independent Party presidential candidate George Wallace in 1968.

 

LeMay's UFO involvement was related by Goldwater in a live worldwide broadcast with CNN's Larry King in 1994. The USAF had just issued its report that debunked the Roswell crash of 1947 as a Mogul balloon. Goldwater (who died just a few years later) informed King that he knew the truth to be far different. He knew this, he explained, because in the 1960's he had approached LeMay about the crashed UFO issue. Goldwater -who no doubt himself held the highest security clearances- told Larry King:

 

"I think at Wright-Patterson, if you could get into certain places, you'll find what the Air Force and the government knows about UFOs. Reportedly, a spaceship landed. It was all hushed up. I called Curtis LeMay and I said, 'General, I know we have a room at Wright Patterson where you put all of this secret stuff. Could I go in there? I've never heard General LeMay get mad, but he got madder than hell at me, cussed me out and said, 'Don't ever ask me that question again!" Goldwater never did.

 

LeMay was very well-acquainted with Roswell Army Air Field Base Commander Butch Blanchard. Blanchard oversaw the base at the time of the Roswell crash event in 1947. It is believed that Blanchard helped issue the original press release on the crash- which prompted the famous resulting headline "RAAF Captures Flying Saucer on Ranch in Roswell Region."

This next part of our "Your Need to Know" series, Antonio Huneeus examines RAND Corporation's UFO document, titled UFO's: What to do? The RAND Corp was originally an outgrowth project of World War II, called Project RAND, in May of 1948 it separated from the Douglas Aircraft Company and became it's own independent, nonprofit organization.

George Kocher of the RAND Corporation, published this document in November of 1968, a few months after the University of Colorado completed it's
Condon Report. The RAND Corp document is broken into five different essays, Historical Aspects, Astronomical Aspects, The Character of Reports, Phenomenological Aspects, and How to Proceed and Why. These essays explore the types of reports and sightings, how they are categorized, and a list of hypotheses that exist surrounding the phenomenon. The document also provides an example of a detailed UFO report form developed by the University of Colorado's study group.

On October 7, 1966, the U.S. Air Force commissioned the University of Colorado and physicist Edward Condon----who had worked on the 'Manhattan Project' atomic bomb during WWII---to head up a two-year project to study UFOs. This book contains their conclusions after the most extensive investigation to that time...

 

 

Condon Committee - From 1966 to 1968

 

The Condon Committee was the informal name of the University of Colorado UFO Project, a group funded by the United States Air Force from 1966 to 1968 at the University of Colorado to study unidentified flying objects under the direction of physicist Edward Condon. The result of its work, formally titled Scientific Study of Unidentified Flying Objects, and known as the Condon Report, appeared in 1968.

After examining hundreds of UFO files from the Air Force's Project Blue Book and from the civilian UFO groups National Investigations Committee On Aerial Phenomena (NICAP) and Aerial Phenomena Research Organization (APRO), and investigating sightings reported during the life of the Project, the Committee produced a Final Report that said the study of UFOs was unlikely to yield major scientific discoveries.

The Report's conclusions were generally welcomed by the scientific community and have been cited as a decisive factor in the generally low level of interest in UFO activity among academics since that time. According to a principal critic of the Report, it is "the most influential public document concerning the scientific status of this UFO problem. Hence, all current scientific work on the UFO problem must make reference to the Condon Report".

 

Committee Report

 

The Committee delivered its Report to the Air Force in November 1968, which released it in January 1969. The Report, 1,485 pages in hardcover and 965 pages in paperback, divided UFO cases into five categories: old UFO reports from before the Committee convened, new reports, photographic cases, radar/visual cases, and UFOs reported by astronauts. Some UFO cases fell into multiple categories. Condon authored 6 pages of "conclusions and recommendations," a 43-page "summary," and a 50-page history of UFO phenomena and research over the preceding twenty years..

In his introductory "Conclusions and Recommendations", Condon wrote: "Our general conclusion is that nothing has come from the study of UFOs in the past 21 years that has added to scientific knowledge." ....

Unidentified Flying Objects -  Project BLUE BOOK

 

The United States Air Force retired to the custody of the National Archives its records on Project BLUE BOOK relating to the investigations of unidentified flying objects. Project BLUE BOOK has been declassified and the records are available for examination in our research room. The project closed in 1969 and we have no information on sightings after that date.

The National Archives has received numerous inquiries concerning documents identified as "MJ12" and "Briefing Document: Operation Majestic 12." We have made extensive searches among the records in our custody of the U.S. Air Force and the Joint Chiefs of Staff to identify these documents. The Truman and Eisenhower Libraries have also searched their holdings for any references to, or copies of, the documents. In addition, the records of the National Security Council (NSC) for the Truman and Eisenhower Administrations are in the custody of the National Archives.

 

Searches were made of the indexes to the NSC's Policy Paper and Meeting Minute files under the subjects MJ-12, majestic, unidentified flying objects, UFO, flying saucers,extraterrestrial biological entities and Aquarius. These searches were all negative with the exception of a "Memorandum for General Twining, from Robert Cutler, Special Assistant to the President, Subject: "NCS/MJ-12 Special Studies Project" dated July 14, 1954. The memorandum, one page, refers to a briefing to take place on July 16. The memorandum does not identify MJ-12 or the purpose of the briefing.

The Vault was created in 2011 as a storehouse for commonly requested FBI documents already released under the Freedom of Information Act. The FBI recently revealed on its website that the most searched document is a simple one page memo, called the "Guy Hottel Memo". Its contents were written on March 22, 1950, by Guy Hottel, a special agent in charge of the Washington Field Office, and allude to the crash and recovery of the Roswell UFO. The memo ends abruptly with a sentence stating that no further evaluations were attempted. Major news organizations reported on this document being newly released, but it was actually released under the Freedom of Information Act, and available since the 1970's. Bruce Maccabee was the first to obtain this document, and he believes it to be part of an elaborate hoax.

FEMA Preps for UFO Attacks!

For those who wonder how seriously the government plans to counter possible alien attacks, the ABC News report in the video below is a real eye opener. An entire chapter of a new firefighter emergency response manual covers what to do in the event of an attack by unidentified flying objects and aliens from another planet.

Taking the possibility of alien attack very seriously, chapter 13 of FEMA’s “Fire Officer’s Guide To Disaster Control,” titled “Enemy Attack And UFO Potential,” outlines what first responders may encounter in the event Earth’s first contact is of the unfriendly kind.

He is a thirty-five year operations officer in the CIA�s Clandestine Service who has written �The Crypto�s Conundrum.�He lived undercover for twenty-five years and retired from undercover assignments in 2006, but continues to consult with several intelligence community agencies, the Department of Defense, and numerous state and federal law enforcement organizations.  It was 65 years ago today that the Roswell Daily Record blasted an infamous headline claiming local military officials had captured a flying saucer on a nearby ranch. And now, a former CIA agent says it really happened.

 

Brandon served as an undercover, covert operations officer in the agency's Clandestine Service for 25 years, where he was assigned missions in international terrorism, counterinsurgency, global narcotics trafficking and weapons smuggling. He spent his final 10 years of CIA service on the director's staff as the agency's first official liaison to the entertainment and publication industries. It was during this time, in the mid-1990s, that he walked into a special section of CIA headquarters in Langley, Va., called the Historical Intelligence Collection.
 

"It was not a damn weather balloon -- it was what it was billed when people first reported it," said Chase Brandon, a 35-year CIA veteran. "It was a craft that clearly did not come from this planet, it crashed and I don't doubt for a second that the use of the word 'remains' and 'cadavers' was exactly what people were talking about."


"It was a vaulted area and not everybody could get in it," Brandon told The Huffington Post. "One day, I was looking around in there and reading some of the titles that were mostly hand-scribbled summations of what was in the boxes. And there was one box that really caught my eye. It had one word on it: Roswell.

"I took the box down, lifted the lid up, rummaged around inside it, put the box back on the shelf and said, 'My god, it really happened!'"


What exactly did the box contain that had such a powerful impact on Brandon?


"Some written material and some photographs, and that's all I will ever say to anybody about the contents of that box," he said. "But it absolutely, for me, was the single validating moment that everything I had believed, and knew that so many other people believed had happened, truly was what occurred,"

Guy Hottel Biography


Guy L. Hottel was born around 1902. He was a graduate of George Washington University in Washington, D.C., where he was a star football player. He was later inducted into the university’s athletic hall of fame. He entered the FBI as a special agent in 1934. In December 1936, he was named acting head of the FBI’s Washington Field Office; he was appointed special agent in charge the following May and served until March 1941. Hottel was re-appointed special agent in charge in February 1943 and served until 1951, when he took a position in the Identification Division. He retired in 1955. Hottel was married three times and had two sons. Following his FBI career, Hottel served as executive secretary of the Horseman’s Benevolent Association. He died in June 1990.

The Federal Bureau of Investigation has broken its silence on the most popular file in its digital vault.

The one-page memo, dated March 22, 1950, was addressed to FBI Director J. Edgar Hoover from Guy Hottel, then head of the FBI's Washington, D.C., field office. It relayed some information from an informant.
 

FLYING SAUCERS -INFORMATION CONCERNING:

 

"An investigator for the Air Force stated that three so-called flying saucers had been recovered in New Mexico," Hottel writes. "They were described as being circular in shape with raised centers, approximately 50 feet in diameter. Each one was occupied by three bodies of human shape but only 3 feet tall, dressed in metallic cloth of a very fine texture. Each body was bandaged in a manner similar to the blackout suits used by speed fliers and test pilots.”

No further evaluation was attempted, Hottel reports.

The file, published by the vault in April 2011 under the Freedom of Information Act, has been viewed nearly a million times, the FBI said, in part because media outlets "erroneously reported that the FBI had posted proof of a UFO crash at Roswell, New Mexico [in 1947] and the recovery of wreckage and alien corpses."

"A bizarre memo that appears to prove that aliens did land in New Mexico prior to 1950 has been published by the FBI," the Daily Mail declared in 2011.

"The Hottel memo does not prove the existence of UFOs," the bureau said in a blog post on its website this week. "It is simply a second- or third-hand claim that we never investigated."

And the Hottel memo isn’t new, the FBI said. "It was first released publicly in the late 1970s and had been posted on the FBI website for several years prior to the launch of the Vault."

Besides, the FBI notes, the Hottel memo is dated nearly three years after the infamous events in Roswell in July 1947.

"There is no reason to believe the two are connected," the bureau said:

 

The FBI has only occasionally been involved in investigating reports of UFOs and extraterrestrials. For a few years after the Roswell incident, Director Hoover did order his agents—the request of the Air Force—verify any UFO sightings. That practice ended in July 1950, four months after the Hottel memo, suggesting that our Washington Field Office didn't think enough of that flying saucer story to look into it.

the Hottel memo is dated nearly three years after the  famous events in Roswell in July 1947. There is no reason to believe the two are connected. The FBI file on Roswell (another popular page) is posted elsewhere on the Vault.

It’s the most popular file in the FBI Vault—our high-tech electronic reading room housing various Bureau records released under the Freedom of Information Act. Over the past two years, this file has been viewed nearly a million times. Yet, it is only a single page, relaying an unconfirmed report that the FBI never even followed up on.

The file in question is a memo dated March 22, 1950—63 years ago last week. It was authored by Guy Hottel, then head of our field office in Washington, D.C. (see sidebar below for a brief biography). Like all memos to FBI Headquarters at that time, it was addressed to Director J. Edgar Hoover and recorded and indexed in FBI records.

The subject of the memo was anything but ordinary. It related a story told to one of our agents by a third party who said an Air Force investigator had reported that three “flying saucers” were recovered in New Mexico. The memo provided the following detail:

“They [the saucers] were described as being circular in shape with raised centers, approximately 50 feet in diameter. Each one was occupied by three bodies of human shape but only three feet tall, dressed in metallic cloth of a very fine texture. Each body was bandaged in a manner similar to the blackout suits used by speed fliers and test pilots.”

After relaying an informant’s claim that the saucers had been found because the government’s “high-powered radar” in the area had interfered with “the controlling mechanism of the saucers,” the memo ends simply by saying that “[n]o further evaluation was attempted” concerning the matter by the FBI agent.

That might have been the end of this particular story, just another informational dead end in the FBI files. But when we launched the Vault in April 2011, some media outlets noticed the Hottel memo and erroneously reported that the FBI had posted proof of a UFO crash at Roswell, New Mexico and the recovery of wreckage and alien corpses.
